Free Beach and Coastal Activities in Singapore
A practical guide to genuinely free beach and coastal activities in Singapore — swimming, fishing, volleyball, beachcombing, and offshore island day trips. Covers East Coast Park, Changi Beach, Sentosa public beaches, and Lazarus Island with honest caveats on transport and rental costs.
Singapore has more accessible coastline than most residents realise — and the best part is that every public beach is free to visit. No entry fees, no resort passes, no booking required for the sand and sea. Whether you want to swim, fish, play volleyball, or just watch the sunrise, there are genuinely free options across the island.
This guide covers what's actually free, what costs money (transport, rentals, BBQ pit bookings), and where to check official sources before you go.

Which Beaches Are Free?
All public beaches in Singapore are free to access. There are no entry fees or gate charges. The main ones:
- **East Coast Park** — 15 km of coastline, the most popular and accessible
- **Changi Beach Park** — quieter, more natural feel, good for sunrise
- **Pasir Ris Park** — family-friendly with mangrove boardwalk nearby
- **Sentosa public beaches** (Palawan, Siloso, Tanjong) — free beach access, but getting to Sentosa may cost money (see caveats below)
- **Punggol Beach** — small, quiet, less developed
- **Sembawang Park beach area** — northernmost beach, views of Johor Strait
**Important caveat — Sentosa access**: While the beaches themselves are free, getting to Sentosa costs money unless you walk in via the Sentosa Boardwalk, which Sentosa lists as free pedestrian entry. Part of the Boardwalk is closed for RWS waterfront works from 22 May 2025 and pedestrians/cyclists are redirected via a covered linkway. Sentosa Express, cable car, driving, Bus 123, and RWS8 all have transport or entry charges.
Free Activities at Singapore Beaches
Swimming
Swimming is free at all public beaches. There are no lifeguard fees or swimming zone charges.
Safety notes:
- Not all beaches have lifeguard coverage. East Coast Park and Sentosa beaches have designated swimming zones with lifeguards during operating hours.
- Check NEA's recreational water quality reports before swimming — published weekly at nea.gov.sg. Beaches are graded "Good" or "Fair" for swimming.
- Avoid swimming near breakwaters, jetties, and shipping lanes.
- Jellyfish sightings are occasionally reported, particularly between March and October. Check NParks advisories if concerned.
- Strong currents can occur near river mouths and channel openings.
Where to swim:
- East Coast Park — designated swimming lagoon area near Car Park F
- Sentosa Palawan Beach — sheltered, calm waters, lifeguards on duty
- Sentosa Siloso Beach — more open, lifeguards on duty
- Changi Beach — no designated swimming zone; swim at own risk
Beach Volleyball
Free public beach volleyball courts are available at:
- **East Coast Park** — multiple courts near Area G (Car Park G). First-come, first-served. No booking needed.
- **Sentosa Siloso Beach** — courts available, free to use
- **Sentosa Palawan Beach** — courts available, free to use
Bring your own ball. Courts are not lit at night.
Fishing
Fishing from shore is free at permitted designated spots. There is no beach-entry or angling fee for the coastal spots in this guide, but rules vary by location.
Designated fishing spots along the coast:
- Bedok Jetty (East Coast Park) — popular for evening fishing
- Changi Beach Park — multiple spots along the shoreline
- Pasir Ris Park — fishing allowed at designated areas
- Punggol Beach — shore fishing permitted
Important caveats:
- Fishing is only allowed at designated spots. Check PUB, NParks, and on-site signage before casting.
- Reservoir fishing follows separate PUB designated-area rules — this guide covers coastal/shore fishing only.
- Some areas near military installations or port facilities are restricted.
- Catch-and-release is encouraged. Follow current SFA/NParks guidance and do not fish in restricted conservation, military, port, or quarry areas.
Sunrise and Sunset Spots
Free, no booking needed:
- **Changi Beach Park** — faces east, excellent for sunrise. The boardwalk near Car Park 7 is a popular photography spot.
- **East Coast Park Bedok Jetty** — extends into the sea, good for both sunrise and sunset depending on season.
- **Labrador Nature Reserve coastal trail** — faces south/west, good for sunset over the port.
- **Sentosa Tanjong Beach** — faces south, good for sunset.

Shell Collecting and Beachcombing
Casual beachcombing is permitted on public beaches. However:
- Do not collect live specimens (shells with animals inside, coral, sea stars).
- NParks regulations prohibit removing natural materials from nature reserves and parks — this applies to areas like Chek Jawa (Pulau Ubin) and Labrador Nature Reserve.
- Casual collection of empty shells on public beaches (East Coast, Changi, Pasir Ris) is generally tolerated but keep it minimal.
Offshore Islands — Free to Visit, But Transport Costs Money
Several offshore islands have beautiful beaches that are free once you arrive. However, getting there requires a ferry or boat, which is not free.
Lazarus Island and St John's Island
- **Beach access**: Free — no entry fee
- **Getting there**: Singapore Island Cruise ferry from Marina South Pier. Current online tickets start from S$15 for the ferry-only round trip. Check Singapore Island Cruise or similar operators for the latest schedules and pricing.
- **What's free once there**: Beach, swimming, walking trails, picnic areas
- **Facilities**: Basic toilets on St John's Island. No food stalls — bring your own supplies.
- **Note**: No overnight camping allowed. Last ferry back is typically around 3–5 PM depending on schedule.

Pulau Ubin (Chek Jawa and Noordin Beach)
- **Beach access**: Free — no entry fee to the island
- **Getting there**: Bumboat from Changi Point Ferry Terminal. NParks' Pulau Ubin site lists the typical fare as S$4 per person each way, with an additional S$2 for bicycles and possible fuel surcharges. Boats usually depart when enough passengers are ready.
- **What's free once there**: Beaches, Chek Jawa Wetlands boardwalk, cycling paths (bring your own bike or rent on the island — rental is not free, typically $8–15/day)
- **Facilities**: Basic amenities at Ubin village. Toilets at Chek Jawa visitor centre.
- **Note**: Chek Jawa Wetlands, including the coastal and mangrove boardwalks, remains open 7 AM – 7 PM daily, but NParks says guided tours are suspended until further notice due to floating pontoon maintenance.
Coney Island (Pulau Serangoon)
- **Beach access**: Free — no ferry needed
- **Getting there**: Walk or cycle in from Punggol Promenade (West Entrance) or Punggol Point Walk (East Entrance). Completely free access.
- **What's free**: Beach areas, nature trails, birdwatching
- **Facilities**: Toilets at both entrances. No food stalls inside.
- **Note**: Gates open 7 AM – 7 PM daily. No cycling after dark.

Facilities at Major Beaches
East Coast Park
- Beach access: free, 24/7.
- Showers and toilets: free, with multiple blocks along the park.
- BBQ pits: free to use but booking is required through the NParks AXS system; popular slots fill up weeks ahead.
- Bike rental: paid, usually around S$8-15/hour depending on operator.
- Parking: paid; HDB/URA parking charges apply.
- Playground areas and fitness corners: free.
Changi Beach Park
- Beach access: free, 24/7.
- Showers and toilets: free, including blocks around Car Parks 1, 4, 6, and 7.
- BBQ pits: free to use but booking is required through NParks AXS.
- Boardwalk: free coastal boardwalk with sea views.
- Parking: paid.
Pasir Ris Park
- Beach access: free, 24/7.
- Showers and toilets: free, near the playground and BBQ areas.
- BBQ pits: free to use but booking is required through NParks AXS.
- Mangrove boardwalk: free access and connected to the beach area.
- Playground: free, including the large playground near the beach.
- Parking: paid.
Sentosa Public Beaches
- Beach access: free at Palawan, Siloso, and Tanjong.
- Showers and toilets: free at each beach.
- Beach volleyball courts: free, first-come, first-served.
- Sentosa entry by Boardwalk: free pedestrian entry, with part of the Boardwalk rerouted during RWS waterfront works.
- Sentosa entry by monorail, car, Bus 123, or RWS8: paid.
- Beach bars, restaurants, and water sports rentals: paid commercial services.

Getting There — Transport Costs
Beaches are free but getting there usually isn't (unless you live nearby or cycle):
- **MRT + walk/bus**: Standard public transport fares apply. East Coast Park is accessible from Bedok (EW5) or Marine Parade (TE26) MRT + short bus ride. Changi Beach from Pasir Ris (EW1) MRT + bus.
- **Cycling**: Free if you own a bike. Park connectors link to East Coast Park and Pasir Ris Park.
- **Driving**: Parking charges at all beach parks (HDB/URA rates).
- **Sentosa**: Free walk-in via Boardwalk from VivoCity, with a current covered-linkway reroute during waterfront works. Sentosa Express, driving, Bus 123, and RWS8 are paid.
Practical Tips
- **Best times**: Weekday mornings for quiet beaches. Weekend mornings before 9 AM to secure BBQ pits or volleyball courts.
- **Weather**: Check NEA weather forecast. Thunderstorms are common in the afternoon (especially Nov–Jan monsoon season). Seek shelter immediately if lightning is detected.
- **Sun protection**: Singapore is 1° north of the equator. UV index is consistently high. Bring sunscreen, hat, and water.
- **Litter**: Carry out what you carry in. Beach cleanups happen regularly but littering fines are enforced.
- **Pets**: Dogs are not allowed on Sentosa beaches. East Coast Park has a designated dog run area but dogs are not permitted on the beach itself. Check NParks rules for each park.
- **Drones**: Flying drones over beaches and parks requires a permit from CAAS. Do not fly without one.
What's NOT Free (Common Misconceptions)
- BBQ pit use: free but requires booking through the NParks AXS system.
- Bike rental at East Coast Park: paid, commonly around S$8-15/hour depending on operator.
- Kayak or paddleboard rental: paid commercial activity, often around S$20-60/session.
- Sentosa attractions such as Mega Adventure: paid attractions, not beach activities.
- Cable car to Sentosa: paid; use the free Boardwalk walk-in instead if you want the no-entry-fee route.
- Camping on beaches: not permitted; no overnight camping on Singapore beaches.
- Jet ski and motorised water sports: paid commercial activities, not free.
